Test & Learn Collider: Methodology

Redefining Capacity Building

Helping city, state, and local government build muscle memory to:

Drive innovation

Understand new & emerging technologies – and how to apply to solve urban problems

Co-create solutions to urban problems with a team of experts and peers

We work by focusing on one urban problem at a time. Solving it. And sharing the solution with many cities.

One committed city or metropolitan area takes the lead in a Collider project to define solutions to one specific urban problem. And what we learn gets codified into a Playbook.
These Playbooks are shared with many additional cities thru Scale X projects.
Those cities wishing to proceed to piloting and ultimately procuring solutions can participate in P4 Accelerator projects to act as a cohort to together project, pilot, set policies and procure.
Our goal is to create a network of 100 Inclusive Metros in this way.
